  • Active Pay Status The employment condition under which an employee is eligible to receive pay and includes but is not limited personal leave, leave without pay, bereavement leave and administrative leave. No pay status means that conditions under which an employee is ineligible to receive pay and includes but is not limited to leave without pay, leave of absence and disability leave.
    Adverse action Suspension without pay, involuntary demotion or discharge expedited or otherwise, for cause.
    Appointed officers The City Manager, attorney, and the city clerk.
    At-Will Employees in positions determined to be "at-will" serve at the pleasure of the City Manager and can be dismissed at any time, with or without cause. At-Will positions include the Police Chief, the Fire Chief, all Department Heads, and other positions determined as "at-will" as set forth in KMC 2.48.010(A).
    City Manager A person not publicly elected but appointed by the City Council to manage a city or designee.
    Just-Cause Shall be comprised of all positions with the City except those in positions classified as "at-will." Individuals in position classified as "just-cause" means the City will demonstrate per the policy the reason/cause for the termination or adverse action.
    Controlled substance A controlled substance in Schedules I through V of Section 812 of Title 21, United States Code.
    Conviction A finding of guilt (including a plea of nolo contendere or no contest) or suspended imposition of sentence, or both by any judicial body charged with the responsibility to determine violations of the Federal or State of Alaska criminal statutes.
    Criminal drug statute A criminal statute involving manufacture, distribution, dispensation, use or possession of any controlled substance.
    Demotion The change of an employee from a position in one class to a position in another class with a lower pay level. Involuntary demotion is any demotion required by the city, not agreed to by the employee, and occurring while the employee is not in promotional probationary status. Voluntary demotion is any demotion other than an involuntary demotion.
    Employee Any person in the employ of the city
    Exempt Employee An employee who is in a position exempt from the payment of overtime defined by the Federal Fair Labor Standards Act.
    Non-Exempt Employee An employee who is entitled to receive overtime pay under the Federal Fair Labor Standards Act.
    Family Includes spouse, eligible same-sex domestic partner, siblings, parents and children. In-laws are covered under the term "family."
    Merit Anniversary Date The month and day that the employee completes their probationary period. The anniversary date will be advanced by the number of calendar days that the employee's total leave without pay exceeds 30 days during any anniversary year of the employee
    Promotion The movement by an employee to a different position at a higher grade level which may result in a change of an individual's pay classification.
    Regular Full-Time Employee An employee who has completed the initial probationary period together with any extensions, who is not a seasonal or temporary employee and works a minimum of 30 hours per week.
    Regular Part-Time Employee An employee who is hired to work on a regular and continuing basis and work less than 30 hours per week.
    Temporary Employee An employee who is needed for a short duration (six consecutive months or less) or hired on a temporary basis to perform seasonal work and is required to have special knowledge, skills, or abilities for the job. The rate of pay will be established in accordance with the special requirements listed in the job description from the regular pay scale. Temporary Employees are at will employees.
    Transfer The movement of an employee from one classification to another.

     

    Email Terms Definition
    Email The electronic transmission of information through a mail protocol such as SMTP or IMAP. The only authorized email clients is Microsoft Outlook and Outlook Web Access. Other email client software is prohibited.
    Forwarded email Email resent from an internal network to an outside point.
    Chain email or letter Email sent to successive people. Typically the body of the note has direction to send out multiple copies of the note and promises good luck or money if the direction is followed.
    Sensitive information Information is considered sensitive if it can be damaging to City of Kotzebue or its customers' reputation or market standing.
    Virus warning Email containing warnings about virus or malware. The overwhelming majority of these emails turn out to be a hoax and contain bogus information usually intent only on frightening or misleading users.
    Unauthorized disclosure The intentional or unintentional revealing of restricted information to people, both inside and outside City of Kotzebue, who do not have a need to know that information.

     

    Wireless Term Definition
    City of Kotzebue network A wired or wireless network including indoor, outdoor, and alpha networks that provide connectivity to corporate services.
    Corporate connectivity A connection that provides access to a City of Kotzebue network.
    Information assets Information that is collected or produced and the underlying hardware, software, services, systems, and technology that is necessary for obtaining, storing, using, and securing that information which is recognized as important and valuable to an organization.
    MAC address The MAC address is a hardware number that uniquely identifies each node on a network and is required for every port or device that connects to the network.

     

    Workstation Security Term Definition
    Workstations Laptops, desktops, and city-authorized smart phones accessing the City of Kotzebue network.
    Workforce members Employees, volunteers, trainees, and other persons under the direct control of City of Kotzebue.
