§ 1.05. General Intention.

  • It is the general intention of this Manual to assist in the accomplishment of the following objectives:

    Foster an atmosphere of trust and respect and give employees a sense of belonging, make them stakeholders in the City's success, and inspire employees to be advocates for the City.

    Comply with legal obligations and ethical requirements.

    Protect management's right to make changes and adapt the organization's policies and programs to changing business realities.

    Promote consistency and assist the City in preventing claims of disparate treatment.

    Act as a tool to help achieve the organization human resource goals and business objectives.

    Recruitment and retention of the best qualified persons who are obtainable and reasonably available.

    To provide for security of the city and the individuals in its employ and ensure the continued effective performance and acceptable personal conduct of the employees.

    To provide for employee definite assignments of duties and responsibilities, sound practical training, supervision and administrative direction, opportunities for promotion within the City of Kotzebue service on the basis of merit, appropriate compensation in accord with that paid by other employers in the region, and recognition of continued good service.
