  • The minor subdivision procedure may be used if the proposed subdivision divides a single parcel into four (4) lots or less and does not create a new right—of-way. However, creation of utility easements or access to lots may be part of the minor subdivision procedure. The minor subdivision procedure may also be used for movement or elimination of lot lines, which do not create a new right-of-way.
