§ 18.05.020. Policy.
A.
The subdivision of land and the subsequent development of a subdivided plat are subject to the control of the city pursuant to the general police powers of the city guided by the applicable master plan, policy statements and standards for the orderly, efficient, economical, environmentally-sound and culturally-sensitive development of lands within the city.

Land to be subdivided shall be of such character that it can be used safely for building purposes without danger to the city's watershed, public health or peril from fire, flood or other menace and to avoid negative impact upon neighboring subdivisions or lots.

Land shall not be subdivided until adequate public facilities and improvements exist and proper provision has been made for drainage, water, sewage, water shed protection and capital improvements such as roads and other transportation facilities and the proper maintenance of any capital improvements.
D.
Any proposed public improvements relating to the subdivision of lands within the city shall conform to and be properly related to any proposals contained in the city's applicable master plan, official map, and the capital budget and overall capital plan of the city and it is intended that this title of the Kotzebue Municipal Code and the subdivision regulations adopted pursuant to this title shall supplement and facilitate the enforcement of applicable building and housing codes, zoning ordinances, the master plan, official map and land use plan and the capital budget and the overall capital plan of the city.
