A license issued under this chapter is not assignable or transferable. However, in
the case of death, bankruptcy, receivership on incompetency of the licensee or if
the business of the licensee is transferred to another person by operation of law,
the department may, in its discretion, extend the license for a limited time to the
executor, administrator, trustee or receiver, or the transferee of the licensee.
