§ 4.05. Recruitment.
Each department head shall notify the City Manager or designee in writing as soon as possible of the need to fill a vacant or a new position. The designee administering the recruitment effort shall coordinate with the department head, City Manager or designee to prepare the job announcement.
A.
The City Manager shall utilize appropriate recruiting measures to obtain qualified applicants. The following information shall be included in the job announcement: (1) the title and salary range of the class or position, (2) the minimum qualifications required, (3) the final date and time when applications will be accepted, (4) whether examinations or testing will be required, and (5) other pertinent information and requirements. If certain categories of individuals will receive preference in filling vacant positions, those categories should be listed.
B.
Job announcements will be published for no less than ten (10) working days, unless a shorter period is approved by the City Manager or designee.
C.
Subject to subsection (E) of this section, a copy of the job description will be furnished with the announcement and both are to be distributed to all city departments and posted to Alexsys, the Alaska State Employment Service, KOTZ Radio, Post Office Bulletin, and NAB.
D.
A department head may restrict recruitment for a vacancy to current employees of the city provided all of the following are met:
1.
The department head has submitted a written request to the City Manager and City Manager requesting in-department-only recruitment.
2.
The number of budgeted job positions has not increased in the department.
3.
The City Manager approve the request in writing.
Once the preceding requirements have been met, a copy of the job description furnished with the announcement shall be distributed to all employees in the department. The announcement will state that the position is available to current employees of the City.
E.
This section does not apply to the recruitment of department head positions or volunteers.
