§ 4.10. Selection.

  • A.

    Filing Applications. To be considered for a position each applicant (including current City employees) must submit an application to The City of Kotzebue. All applications must be submitted on or before the closing date and time specified in the announcement. Applications received after the closing deadline shall not be accepted for the particular position in the announcement.

    B.

    Minimum Qualification/Disqualification. The City Manager or designee shall screen applicants by reviewing the job applications and by ensuring all applicants meet the minimum qualification before considering them further. The minimum qualifications are taken directly from the position description, relevant to the position, transparent, and applied consistently to each applicant. In addition, the city may refuse to consider an applicant, or may refuse to select an applicant or to place his or her name on an eligibility list, or may remove his or her name from an eligibility list. The department head shall submit his or her written justification for applicant disqualification to The City Manager about an individual under the following circumstances:

    1.

    Failed to submit the application correctly or within the prescribed time;

    2.

    Does not meet the minimum qualifications in the recruitment announcement or application for the position;

    3.

    Withheld information of material fact or made a false statement of material fact in regard to his or her application;

    4.

    Used or attempted to use bribery to secure an advantage in the application or appointment;

    5.

    Directly or indirectly obtained information regarding position to which he or she is not entitled; or

    Other reasons which are in violation of local state or federal law.

    C.

    Interviews. All applicants selected for interview may be interviewed and rated by the same panel using the same set of interview questions and interview format. Alternate members may be used only when determined necessary.

    D.

    Selection. Vacancies will be filled by the most qualified applicant based on the criteria as established in position description.

    E.

    Offering Positions.

    1.

    Pre-Offer Procedure. The department head or designee shall provide the most qualified applicant(s) to the City Manager. If additional information is needed to document qualifications, a memo to City Manager shall be included.

    2.

    Conditional Offers. Before making final selection of the most qualified applicant, the department head shall notify City Manager of any special circumstances or conditions of offer in writing. City Manager will make a conditional job offer. When the conditions have been met and the applicant accepts the position, the appointment becomes effective upon written approval of the City Manager.

    3.

    Positions Offered. City Manager or designee shall make all written offers of employment including transfers or promotions.

    F.

    Recruitment and Selection Records. Within five (5) days of the offer being accepted by the employee or the establishment of the eligibility list, the department head shall organize and deliver to City Manager all records and documents pertinent to the recruitment and selection.
